What is Office Fit Out?
Office fit-out is the process of transforming a commercial office space from its base-build condition into a fully operational, furnished workplace. The term covers everything that happens after the building developer or landlord hands over the space, from the first partition wall to the last desk chair in position. The scope varies depending on whether the space is received as a Category A or bare-shell condition, and whether the client requires a standard commercial fit-out or a bespoke, design-led workspace.
In Dubai’s commercial property market, office spaces are typically offered to tenants in one of three conditions: bare shell (structural slab and perimeter walls only, no MEP services), Category A (base-build fit-out complete with MEP to floor plate level, raised access floor, suspended ceiling and basic common area finishes), or fitted (a completed previous fit-out that may be reused or refurbished). The distinction between these conditions determines the scope of work required and the budget that should be allocated to the fit-out.

Partitioning
Demountable full-height or half-height glass and solid partitions defining all office rooms, meeting rooms, reception areas, executive suites and ancillary spaces. Glazed partitions are typically specified with acoustic seals and integral blinds for privacy management in meeting rooms. Solid partitions are typically in metal stud and plasterboard, fire-rated where required by the fire strategy.

Carpet tile is the most commonly specified floor finish for open-plan workspace areas in Dubai’s commercial office market, providing acoustic absorption, ease of maintenance and the ability to lift individual tiles for access to the raised floor plenum below. Luxury vinyl tile (LVT) and engineered timber flooring are specified for reception and executive areas where a higher-quality finish is required. Polished concrete and large-format porcelain are specified for creative and technology office environments.

Modifications to the Category A ceiling grid to accommodate the tenant’s specific layout, including cutting and adjusting tile positions for partitions, relocating diffusers and sprinkler heads to the correct positions above the fitted layout, and adding feature ceiling elements such as suspended linear lighting, acoustic baffles, timber slat panels and architectural soffits in reception and boardroom areas.

MEP Fit-Out
All mechanical and electrical works required to serve the fitted layout, including new electrical circuits for workstation power and data, additional lighting circuits on the tenant’s distribution board, HVAC modifications for new room configurations, fire detection extensions and any additional plumbing required for staff kitchens, tea points and accessible WC upgrades. All MEP works are executed by DEWA-licensed contractors and signed off by DEWA before handover.

Bespoke reception desk, built-in storage walls, kitchen cabinetry, boardroom credenzas, server room fitments and any other built furniture elements required to complete the operational fit-out of the space.

Meeting room AV systems including display screens, video-conference cameras, integrated speakers and control panels. Reception display screens. Smart room booking panels at meeting room entrances. All cabling infrastructure for data, AV and power, including containment routes from the incoming data room to all workstations and meeting rooms.

Our Expertise
Category A Fit Out
A Category A fit-out transforms a bare-shell commercial office space into a base-build ready condition. This is the standard of finish that a developer or landlord typically delivers to a tenant before the tenant undertakes their own Category B fit-out. The scope of a Category A fit-out includes the following elements.
- Raised access flooring across the full floor plate to provide a continuous level surface above the structural slab and a plenum for MEP distribution below
- Suspended ceiling grid and tiles throughout, providing a finished ceiling at the agreed floor-to-ceiling height
- Mechanical and electrical services distributed to floor plate level, including HVAC ducts and diffusers, sprinkler systems, fire detection systems and lighting to a base specification
- Toilet core and common area finishes completed to the building’s base-build specification
- Main power supply and metering established at the incoming distribution board
- Reception lobby and lift lobby finishes completed to base specification
A Category A fit-out does not include any tenant-specific partitioning, bespoke joinery, fitted lighting, data cabling, audio-visual equipment, furniture or branded elements. These are all Category B scope items.
Kat Black Design Studio undertakes Category A fit-out works as a contractor for developers and landlords preparing commercial space for the Dubai market, as well as for tenants receiving bare-shell space who require a complete A-to-B fit-out under a single contract.
Stage 1: Brief and Survey
An initial consultation at the office space with a senior designer and project manager, establishing the full brief, conducting a base-build condition survey, assessing the MEP infrastructure and identifying any building-specific constraints that will affect the design or programme. A written scope summary is issued within 48 hours.
Stage 2: Concept and 3D
Full floor plan design and a 3D visualisation of the key spaces including reception, open-plan workspace, boardroom and executive suites. The 3D visualisation is presented to the client for approval before any fit-out works are procured. Amendments are incorporated until the design is approved.
Stage 3: Tender and Procurement
Detailed drawings and specifications are issued to sub-contractors for pricing. The project manager manages the tender process, evaluates returns and selects sub-contractors. All MEP works are tendered to DEWA-licensed contractors only. Furniture and joinery are procured and lead times confirmed against the programme.
Stage 4: Fit-Out Execution
Physical works commence on site. The project manager is the client’s single point of contact throughout, providing weekly written progress reports covering completed works, upcoming programme and any issues requiring client decision. The sequence of works follows the standard fit-out logic: structural and MEP first fix, partitioning, ceiling, MEP second fix, flooring, joinery, painting, AV installation, furniture delivery and positioning.
Stage 5: Snagging and Handover
The project manager conducts a comprehensive pre-handover snagging inspection before the client walkthrough, resolving all items. The client is invited for handover only when the space is complete to specification. A handover pack is issued covering all MEP compliance certificates, DEWA sign-off documentation, joinery warranties, AV system guides and furniture supplier contacts.






Design
Category B Fit Out
A Category B fit-out transforms a Category A office space into a fully operational, furnished and branded workplace. This is the fit-out that the tenant commissions, and it is the most commercially and design-intensive element of the office fit-out process. The scope of a Category B fit-out at Kat Black Design Studio covers the following.
DEWA compliance is a mandatory requirement for every commercial office fit-out in Dubai. All electrical installations, including new circuits added during the Category B fit-out, must be designed and installed by DEWA-licensed contractors and submitted for DEWA approval before the installation is energised. Kat Black Design Studio works exclusively with DEWA-licensed MEP contractors and manages the approval documentation and submission process as a standard part of every office fit-out.
